Step-by-Step Guide: HEC Degree Attestation (2026)

Getting your degree attested by the Higher Education Commission (HEC) is a mandatory step for most job applications, further studies abroad, and even some government positions in Pakistan.

While the process has been modernized, it can still be confusing for many students. Here is the definitive guide to getting it done right.

1. Prerequisites (Documents Needed)

Before you even open the HEC portal, make sure you have original copies of:

  • Matric/O-Level Certificate (Equivalence if O-Level)
  • Intermediate/A-Level Certificate (Equivalence if A-Level)
  • University Degree (Official)
  • Official Transcript (DMC)
  • CNIC/Passport

Note: If you haven't received your official degree yet, you can attest your Final Transcript, but you will need to re-attest the degree once it arrives.

2. Create an Account on the HEC E-Portal

Visit the HEC E-Portal and create a profile.

  • You will need to upload scanned copies of all your educational documents and CNIC.
  • Ensure the name on your profile matches exactly with your degree and CNIC.

3. The Application Process

  1. Login to your dashboard.
  2. Select "Degree Attestation".
  3. Fill in the details for each degree/diploma you want to attest.
  4. Initial Scrutiny: HEC staff will review your scanned documents online. This can take 3–7 working days.
  5. Approval: Once approved, you will receive an SMS and Email to "Submit" your application.

4. Submission Methods

You have two main ways to submit your physical documents:

Option A: Courier Service (Recommended)

This is the easiest method.

  • Once your application is approved, download the Courier Challan.
  • Take your original documents, the challan, and the fee to a designated TCS or Leopard center.
  • They will ship it to HEC, and you will receive it back via the same courier in about 10–15 days.

Option B: Walk-In (Personal Visit)

Only available if you have an urgent requirement.

  • You must book an appointment slot on the portal (these are very hard to find!).
  • Visit the HEC office in Islamabad, Lahore, Karachi, Peshawar, or Quetta on your selected date.

5. Fees Structure (Estimated)

  • Original Degree: Rs. 1,000 per document
  • Photocopy Attestation: Rs. 700 per document
  • Courier Service Fee: Variable (approx. Rs. 200–500)

Common Mistakes to Avoid

  • Incomplete Profile: Not uploading the back side of certificates (if it contains grade keys).
  • Laminated Documents: HEC will NOT attest laminated degrees. You must remove the lamination first.
  • Incorrect CNIC: Using a name that doesn't match your records.
